I think it means that if you and your child both have one leg shorter than the other, you are not allowed to hold hands. Maybe it's some kind of tripping hazard.
I think it means no skipping with child in hand. i remember seeing that in paris also and just staring at it for a while. after a few minutes of deep though i was still as confused as before.
